While I like the ideas you presented, I feel that a "fort" is a bit much and there is no reason to block a road with a fading door when we have a perfectly good spike strip. I think that a road block should look more like something that a cop just set up with the items in his or her truck. barriers and traffic cones should suffice. You may block one lane with a barrier and use the spike strip to control traffic. Also, road blocks must have sufficient warning such as a sign up the road or your cop car with it's lights on.
